Ok I'm using gordian knot and I was finally able to convert a whole movie to divx but I have a couple of issues.

Anytime there is a lot of action I get horizontal lines, how can I fix this?

Also the movie is only about 600MB with audio but it's a little blurry, what settings can I change to clean it up?

When I ran dvd2avi it showed the video type as film 94%(the percentage changed a lot but never went above 95%).

NTSC
aspect =4:3
Frame Rate=29.970
Frame Type = progressive

Other than that the video looked good and the audio was fine and in sync.

If you haven't the latest version of GK (0.26.1) download it. When you save the avs file choose fast deinterlace. This should help you get rid of all deinterlaced artifacts.
If not go to donald grafts filter page (don't remember the adress now, but search for filters at google or something) and download deinterlace filters to Virtualdub. Install it and now when you save your file in GK only save it don't save and encode. Open your avs file in virtualdub/nandub and choose the deinterlacing filter you want to use choose all the settings and encode. This must work=) or else I'm really surprised=)

So I want fast deinterlace and if I just want to see how that works do I need to get any of the other filters and go through the other steps you mentioned?

No you don't need any of the other steps if fast deinterlace works.

fast deinterlace isnt a very good choice.

try greedyhma if you're not satisfied with fast/field deinterlacing.
