Obtain the following two tools - and read the documentation:
TMPGEnc for converting .AVI to VCD-format MPEG1
NERO Burning ROM for burning a VDC-compliant CD

When you use TMPGEnc to convert the .AVI file you have to click on the "Settings" radio button, select the "System" tab and select "MPEG 1 - Video CD" not merely "MPEG 1".

Is it possible that you mistakenly tried to drop the .AVI file into the NERO VCD-burning setup - instead of the VCD-formatted MPEG that you created with TMPGEnc?
