mpeg quality altered when file edited?

I'd like to know if for example when I cut or join some mpeg files with Tsunami or VCD Cutter, the quality of the output file is not as good as the one of the original files? because I want to be able to edit my files while keeping their exact quality, while I can see for example that simulating the joining of only one input file with Tsunami with the setting on "VCD Standard" result in an output file with a slightly different size from the original?

try using TEMPEnc for the cutting purpose. Load your mpg file using the browse button of the video and go to File->mpeg tools-> cut and merge
