"Is there a way to convert from DIVX to uncompressed AVI format?"
Yes. Load it into VirtualDub. From the "Video" dropdown menu, select "Compression", select "Uncompressed". Save file with a new name.
"I would like convert them to MPEG2 then to DVD"
Then you have no need to convert to uncompressed .AVI. Load into TMPGEnc. Change all applicable settings to MPEG2 (30 day time limit on this aspect of TMPGEnc). Save as a new filename (".mpg" or ".mpeg").
Let us know of your success ;>}

TMPEnc won't accept compressed AVI files. So I had to use VirtualDub. The original AVI file was about 147MB and after decompressing it, it was 12GB???? I played the file and it was really choppy including the sound was choppy and out of sync. So now I am using TMPEnc to compress it to MPG2 and see what happens.

"TMPEnc won't accept compressed AVI files."
That's news to me. I've used TMPGEnc to convert more than 200 DivX-compressed .AVI files into Mpeg/VCD and MPEG2 formats.
Perhaps you've failed to install the requisite provided companion VFAPI plugin?

TMPGenc says that it cannot open the file or is unsupported. the VFAPI is installed on the system. However, it will open it for audio but not video. Should I set the audio to full processing when using virtualdub?

Which video and audio codecs were used to create the compressed .AVI?

I don't know... how do I figure that out. all I know is the decompressor is DIVX 4.12.. Is CBR better for encoding or is VBR better? single pass or multipass?
For some reason after encoding to MPG2 I loose total audio after 1.5 minutes into the movie. Am i not setting things right?

Under Explorer, rightclick on the file, select "Properties", click on the "Details" tab. You should see information about the audio and video codecs used to create the file.

audio format: Mpeg layer 3
video:
frame rate: 29 frames/second
