VOB for burning??

A couple of quick questions!

Someone mentioned something called "VOB FOR BURNING" - does anyone know where i can get this program?

Also i was wondering if there was an authoring program which accepts vob files directly - i have a few different vob files i'd like to put together and then burn as a movie but im not going to convert them to an mpeg and then do it! Dont have the time!!

If you can still find it, I believe that DVDWise is capable of handling already-existing .VOBs without the need to demux and remux.
