VOB File Editing

Does anyone know of a way to edit VOB files? I am trying to create a highlight DVD of some of the DVD's that I own. I have tried using Chopper XP but that always seems to hang after watching about 1 minute of the video. I have tried to convert a VOB file to MPG but that seems to take a very long time. Don't know if that is my only option but any help would be appreciated. By the way I am using WinXP prof edition.

Use MPEGCutter v.1.5 (MPEG2CUT.EXE)...
