I see ripples

VirtualDub information about the movie is attached.

Everytime I play this movie, I see these horizontally layered ripples that appear sporadically and in frequent intervals in the picture. The ripple's texture is like a ripple over water.

What is causing this, and is there any way to fix it?

Can you post picture(s) of those 'ripples'?

Sorry, you can't really see the distortion from the still captures, but they occur in areas of the video where there's a lot of fast motion.

Any ideas?

Could they be interlace lines? If so, they can be easily removed using a Deinterlacer.

Which program do you recommend for deinterlacing, and does it require recompressing the movie?

Virtualdub has its own Deinterlacer filter (or you can opt to download the more versatile Smart Deinterlacer filter from Donald Graft's site (http://neuron2.net/mine.html)). And yes, you will need to re-compress the video when deinterlacing.
