Anybody know "Copy any DVD with CD-R or CD-RW Burner"

I got a message that any DVD may be copied to CD-R with CD-R burner and be played back on any DVD player.
This is the website say it:

http://66.163.40.9/DVD/dvd1/

I don't think it's true, it maybe a fraud.
Anybody knows details? Is it true? Is it possible?

More likely than not it probably just contains the software you can get for free on this site. It doesn't say you can make perfect quality copies, which anybody would state if they had that ability.

I think the software is offering to copy your DVD's to CD's in VCD format.
