converting 23.97fps to 29.97

[dj bizarro]

pal (25 fps) dvds wont play on my dvd player so i need a way to convert 23.97 fps xvid files to ntsc (29.97 fps) and keep the audio in sync

i use tmpgenc and tmpgenc dvd author (which wont burn a 23.97 fps file)

if there is a program i need just list any/all
that wont be a problem for me to get

any and all help will be greatly appreciated and if more info from me is needed about said files please ask

bizzaro,

You should be able to play 24 (rounded) frames per second on a hardware device. It should take care of the telecine for you, so I'd try to find an app that can do that.
