During fullscreen playback, video looks like interlaced, only motion not required.

Ok, this is a really weird problem that I've never encountered before. I just got a new geforce 6800 (upgraded from Ti4400) and now whenever I try to play a video at fullscreen (WMP, PowerDVD, TV Tuner) the video looks like it hasn't been deinterlaced. But you know how the interlace effect only shows up when there is movement in the video? Well, mine shows up even without movement.

Does anyone have any clue what I'm talking about?

This first one is of the left edge of my monitor. The lines right down the left border of my monitor only appear on the left side.

Try re-seating the board and make sure all connections are secure...

Everything is secure. It's odd because this only happens in complete fullscreen. If I maximize the video to 95% of what fullscreen would be this won't show up.

Do you have the latest Graphics drivers?

Have you increased you resolution since installing the new card? Monitor might not like it. But its unlikely.

Have you tried tweaking the Graphics software? Played with setting to see what could be happening.

Does this happen if you play a Graphics intensive game in full screen?

freshly installed new software to see if the same thing happens?

If all else fails uninstall the software ie Power DVD etc. Uninstall the drivers & re-install drivers & software.

Might be somthing clashing!

I tried something today. I was watching a video in Winamp today and I decided to turn off the "Allow hardware video overlay feature" and the problem instantly disappeared. Does anyone know why an overlay would mess things up like this? I thought the overlay was just used to control contrast, gamma, brightness, etc...

Weirdly enough, this does not happen in any graphically intensive games (Half Life 2 @ 1600x1200 2XAA 4XAF), only in video, and in ALL software that I use to play video like Quicktime, VLC, WMP, Winamp, etc.

I'll try doing a complete software overhaul. Does this overlay problem sound like a hardware problem though, or just drivers, cuz this is really weird and seems uncommon.

I've installed all the latest drivers. The Nvidia unified mobo drivers, WDM drivers, and video drivers, including the Omega ones. Still nothing. Is there a way to just turn off video overlay altogether? When I turn it off the video looks a bit choppier and the color is off, but it's still better than getting the stuff mentioned above. I'll try this 6800 on another person's machine once I get the chance and see if it's a hardware thing.
