subtitles question

k here goes.....how can i make a dvd movie with subtitles that can be turned off. i tried using TMPGEnc DVD Author but it just physically (permanently) attached subtitle to movie...and that's not what i wanted.....help anyone?

oh and i also tried using dvd2svcd and it does the same thing....i'm out of ideas....
