DVD to VCD?

Hello,

I was wondering how to convert DVD movies into VCD so I can record them on a CD-R disc and play it on a DVD player.

Also, can SmartRipper rip on to DVD-R discs using a CD-RW drive? If not, do you know of any program that does?
