mpg1 compression

hi there!
i'm new here.
I have a problem with mpg1 compression process.
I have a 335mbs uncompressed .avi file and i want to convert it to 3,5mbs .mpg1 file.
In general, I dont care so much about the size and the quality.
The only requirement is to have the frame rate to 25.000 (PAL).
I tried the convert it using the PAL Video CD characteristics
- [352x288, 25.000 (PAL)] -
and the reasult was 15mbs... :(
i tried smaller size like the default video size for multimedia applications: 320x240 but with 25.000 frame rate, and the reasult was the same... 15mbs..
i would appreciate if anyone could help me or give me an advice.

standard mpeg1/vcd uses a bitrate of 1150k/bps. you have to lower the bitrate to get a smaller file size. unless you absolutely need mpeg1 I would use mpeg4 to try to reach the file size you want
