is there a way to download and encode a disc that it says has read error

I think you mean "rip" a disk (or at least hope you mean it)

See "clean your DVD" below. Also click on "Kill ARccOS".

i can no problem with the dvd it is brand new

Regardless of that, it may be damaged. Stuff does not come out of any factory with 100% quality.

Just cos you can't see a problem doesn't mean it isn't there.

Also what DVD is it? If it is ARccOS protected, do follow the link in Kill ARccOS
