Trouble enconding MPEG-2

Hi everyone, how can i render out a high res MPEG-2 for DVD, i keep getting slopy choppy blocky renders, i've used many settings, take a loook at this render, was made from a Vegas Video 6 project, the red logo im using keeps coming out blocky and CRAPPY (ARGGHH!!)
