I know it's possible to directly rip DVD, but as it takes long time, it is more practical first to decrypt the DVD content on hard drive, then give the DVD back, and then work with decrypted material on HD. in Windows I was using DVD Decrypter for that. what's the best possibility in Ubuntu Linux?

Unfortunately our new rule 19 applies to linux as well as to windows

giving the dvd back violates our pirating rule, you should know better
