subtitle and video not synchronized

help please
i am trying to hardcode subs by following the instructions given on this site - http://www.divxland.org/permanentsubtitling.php - which worked well but my video and subtitles aren't in synchronized with each other.
how do i adjust the subtitle like when to start and end?
