Id like to know what programs you are using to encode... but, if you want a precise tool to have the desire size, try gordian knot... with gk that 83 mins movie can be encoded into 648 or less without any problem... or try even a more precise tool.. dvd to ogm.

          Gordian gnot

I use gordian dnot for XviD every day without any problems.

Might take you about an hour to get your settings exactly how you like them but after that it's so easy. I backup a DVD with about a minute of clicking, size is spot on every time.

My futurama episodes encoded beautifully with a maximum deviance of 30k when encoding them to 175MB each.
