Best cheap good card for this?

I currently use a Leadtek RM version Tuner card to capture anything from my TV screen, this card allows me to capture in these formats: mpeg1, mpeg2, VCD, Super VCD, DVD, Windows Media Video [WMV] and Uncompressed avi. The card works great, no complaints but I would also like to get a card which has an S-Video OUT so I can transfer whatever's on my pc monitor to the TV screen.

Instead of having 2 separate cards, I would prefer to get just one card that gives me both options mentioned above, can you guys recommend a good economical card that would serve both purposes effectively please? Thanks.

p.s. The card will NOT be used for any kind of "gaming".
