Tool for Video Properties?

Hey guys I'd like to know if a tool like this exists..
It would basically tell you all the specific details about how a video file was encoded like
resolution, size, fps, sampling data, bps, interlace/progressive blah blah. Very specific settings, the reason I ask is because constantly I'm seeing trailers for games and movies that have a very small file size for a fairly large amount of video and very high quality.

I'm producing mp4 720p at 3M bps about 7 min can range from 150-200mbs. But I'd like to be able to push this down more, with out adversely affecting quality. Any thoughts?

On the small file size issue, I suspect they use a rich source in addition to a good encoder. A 1500 kbit .avi file made from a great looking BluRay source looks better generally than a 1500 kbit .avi made from a DVD source. Seems like it can capture better info in fewer bits if the quality of the source is obviously superior.

I touted x264 on another board as able to create high quality at low bit rates. The person then wondered why creating an .mkv from an .avi took lots of space and looked like crap. Garbage in, garbage out.
