20 post minimum rule

I have made changes that you also need at least 20 posts in other forums before you can post a new thread in this forum. This is to avoid people coming to Digital Video Forum for the sole purposes of posting in the Off-Topic sub-forum.

Replies, so far, are not restricted meaning that anybody can come and reply to an existing thread, regardless of their post count.
