Default DVD progressive/interlaced?

Hey guys

OK I'm trying to rip this particular DVD and I'm wondering how's the best way to do it:

- After ripping and opening in Flask, during playback the video structure goes back and forth between Progressive and Interlaced every second or so
- I can't quite figure out whether the FPS is 29.976 or 23.976 ... during playback it says 29.976, but when you set global project options the default FPS is 23.976, and it encodes/plays without any problems using 23.976.

OK so a question: is this video progressive or interlaced? I know that I should check the "deinterlace video" option, but should I also check "reconstruct progressive images?" During encoding, under output video format it's listed as interlaced ... and also should I leave it at default 23.976 or force to 29.976?
