There are typically 2 reasons why this error will come up:
1) You have not extracted all files to the same folder. Be certain that ALL files are extracted to the same folder when installing!
2) You may be attempting to start TMPGEnc from a shortcut on your desktop (which should normally work) try running it from it's .exe file and making a new shortcut.
