According to a blog post by the developers of x264, a free H.264 encoder, x264 is now capable of producing fully Blu-ray compliant encodings, the first free encoder to be able to do this.
This also opens up the ability to create Blu-ray movies on DVDs, using free tools like BD Rebuilder, and in fact, on the x264 developer blog post, there is even a download to a free x264 produced Blu-ray DVD image, that you can burn onto DVD to Blu-ray.
The Criterion Collection sponsored the final compliance test to ensure x264 had full Blu-ray compliance.
With this latest development, expect more free and open source tools that will allow you to create your own Blu-ray movies in the future.
