yes and no; wmv9 is MS's VC-1 implementation, guess you could call it h264/avc's rival. iirc wmv HD was meant purely for PC playback, but since VC-1 is part of both the next gen format's specs it'll probably play on them.
it's just a data dvd
edit: you're having trouble playing it? think you'll need wmv9 codecs/wmp 10. certain graphics cards do wmv acceleration

Oh, Pirates, the HD dvd ok. Yea it played on the pc but not the dvdplayer. It played on the hp pc and on the monarch. hp has a xp2800+ 2.08 ghz, i wasnt aware of there being any difference in the type of ghz in different processors
hp has nvidia geforce mx 4000 that i put in myself that fixed the problems i was having with shrink and the blue screen of death both media players are wmp9 the video card in the monarch is a evga geforce 6600 pci-e 256mb
