Do you want to convert .wav files to .mp3 files or reduce .mp3 file sizes by changing their bitrate per minute? I can do either ways by using a free program call CDex which you can download from this link:

nero can, just run 'nero burning rom', and under 'extras', click 'encode files'

but the best mp3 codec/encoder in existance IMO is 'lame mp3', which you can get at http://www.free-codecs.com
