    you can only convert FAT or FAT32 to NTFS. I would suggest that you boot to DOS and at the prompt type 'format E: /FS:FAT32' this may vary on version of DOS and on the drive letter you want to format. but it will reformat the drive(erasing everything) as fat32 if you have to have it.

      don't do the c: drive as this is where you usually keep the OS. if it changes back to NTFS you may have a restore point or something else going on.

        It is usually safe to do the drive c. I have done it many times. As the OS is in memory. The computer restarts when it start the conversion and does it out of windows.
