graphic card needs more power

i just installed a new geforce 6600gt to my intel d845wn motherboard,and when i turn on my computer i get message that nvidia adjusted itself to work,as the power supply isnt enough,so i bought a new power supply(chieftec 410w),and despite to that it seems that graphic card is still not getting enough power...
-are there any bios or other setting i should change to make this work
-regarding to agp 4x/8x volt (1.5 - 2v)settings,i dont know much about it,but i heard that i could have problems if this difference matters - i dont know how much you understood of all this,its hard to explain it in english

specs - pentium 4 /1,4 ghz - 512mb sdram(my older computer)

the power connector plug that hard drives and burners use

those graphics cards usually need power directly from the power supply

it was connected...
i heard a surprising theory today,that it could have sth to do with bios not supporting aditional 256mb of sdram,and that i should update it!!!Because it seems that it has nothing to do with the g.card,it takes long time to get my system runing...but again,if i raise my refreshrate to 75Hz.next time i restart,after loading windows screen,it just puts monitor back into standby,i figured out it has to have sth to do with the g.card...

make sure your bios agp apeture? is set for 256 or 128 if that's as high as it goes,

rightclick my computer/properties does windows see the 512 megs of ram, surely

make sure the vid card is pluged into the closest power coming off the power supply,
not one further down the cables

2 times the actual video memory(2x 128), bunch of virtual addressing stuff I don't try to really understand

make sure the power connector is not shared with other devices-- should be separate from hard disks & dvd drives.

boot to safe mode, uninstall drivers, install latest

i've also heard of defective cards doing this-- i'd exchange it if the posts above didn't help

actualy the guy who told me to upgrade my bios was right,as it wasnt supporting a new 265 mb of ram,he updated my bios as im scared to do such stuff
and i set apperture to 256MB....may be he has done some other stuff,i dont know,i wasnt actually there...when i came back to the office,he was finnished,and told me he upgraded my bios,never thought upgrading a bios could solve such problems,now i have to do it on my main computer too...

I will assume the tech was the one who actually did the initial upgrades,
it might have been the bios?
