unfortunately the screenshot doesn't tell us anything new. rather than giving you a long list of tedious steps to take in diagnosing the problem, or telling you to do a format & clean install, i suggest you just download & install VLC and use it to play the file; since it doesn't involve dshow (only internal filters) playback should be trouble free

VLC Player is...a success!! Thank you to everyone for helping me with this mysterious video problem. So, this type of file (read-only), can't be edited in a program like Vegas or Adobe Premiere?
