and what will the PC need to do?

if you're not intent on windows, the best option here imo is linux, something like xubuntu http://www.xubuntu.org; flies on older systems. not sure about 300mhz though

I have a very old computer with a 700mhtz processor and it runs well on Windows Me and not hoging too much resources. I keep it well cleaned out no unecessary starts-ups to eat-up resources and well oiled. (2000 operating system would be better)

BUT REALLY, you need to tell your family friends the best thing to do would be to trade-in the 300mhtz computer (save up if you don't have the money) for a bare bone high performance with the XP professional operating system.

You can't do any serious computer work with a 300mhtz processor, maybe just for storage of files.
