ABF Outlook Express Backup claims to do the job. It has a 30 day free trial.
You can read about it here.

      Hi elissa x,

I have attempted to backup my mail a few times, was successful, but as I recall, it was a bit of a pain. After the backup, make sure you are able to access the mail before deleting it. As for ISP settings, passwords, etc., I copy all those over manually to the new pc.

      regards, katz

You can also use the 'Files and Settings Transfer Wizard', included in Windows.
