It is remotely possible, but I do not believe that the voltage is really that low. The computer would not boot up at all. The hard drive need at least 11.99 but preferably 12.1. What I would do is to get out the digital volt meter and take measurements at the power supply connector that is connected to the motherboard. Lets see if it is that low. IF it is you can get the power supply to turn on by shorting the green wire to ground and with it still connected to ground measure the 12 volt rail. If it measures that low the power supply has problems, need to get a new one. It is also possible when the power supply let loose it may have damaged the motherboard

check in bios for the voltage values

      what's the brand of motherboard?

ECS and biostar and others don't implement standard reporting even with everest ultimate

my guess is a cruddy mobo or possible a short(internittent) on the 12 volt rail?
