Adobe Premiere Elements 4.0 Is Acting Strange

I bought Adobe Premiere Elements 4.0 and it's always worked fine until I tried importing camcorder footage into it.

First, my footage was appearing in a folder in Adobe Premiere Elements 4.0 and my PC started lagging bad. I rebooted and tried again. I went through the same path and the software got to a certain point and closed itself. I tried again and when I got to the part where I choose a destination folder (and I chose to overwrite), the message was flashing where parts of the message kept going and coming back and the window itself had a flashing effect. When I chose to overwrite it closed itself again. I rebooted and tried again and I chose another destination folder encase the overwriting caused it and the same thing happened. When I was typing a message in here under another thread my PC was lagging bad again where it took about ten seconds for a word to show as I typed. My PC isn't lagging now because I never launched Adobe Premiere Elements 4.0. I don't understand why Adobe Premiere Elements 4.0 was always working fine until I started importing my camcorder footage and Adobe Premiere Elements 4.0 also acts the same now even when my camcorder isn't plugged in. It's as if my camcorder corrupted the software and lags my PC afterwards. As I said, my PC is working fine when Adobe Premiere Elements 4.0 hasn't been touched. Here are some images to give an idea about the flashing messages. By the way, other parts of the software has the odd flashing as well.

You can also see where the icons go as well.

    Many thanks.
