Read speed far less than write speed

I have discovered that on a regular basis when i copy a DVD movie (i used Mero 9) using my DVD drive (HL-DT-ST DVDRAM GSA-T50N)it reads the movie very slowly at 4X and writes it to a blank media (same drive) much faster at 8X. Is this normal?

If not, why is this happening and what van i do about this?

The media used for the master and its copy are the same brand, speed and type.

I do not have an acoustic silencer or similar program

    Thank you for any help

What brand media and speed of media.
    You raise the blade,
    You make the change,
You rearange me till I'm sane.
You lock the door, throw away
    the key,
    There's someone in my head
    and it's not me.

Thansk Cynthia - modified and then flashed my firmware to the drive and voila the reading speed is displayed and up to 8x on par with my write speed which i believe is the max you can expect in DVD drives built into laptops
