The latest ACTA leak shows that the people behind the controversial anti-piracy treaty wants an organization to be set up to oversee and change the ACTA as it sees fit. Except while the ACTA is currently being debated by governments, the new body that will oversee it won't have government participation (unless by "special invitation"), and it can, at any time, it wishes, amend the ACTA.
Further leaks, although unsubstantiated at this stage, shows that US Trade Reps telling members of Congress that the idea of this new body is to limit participation by consumer interest groups, in other words, to freeze them out of any future discussions involving consumer rights.
