ReMpeg doesn't appear to start

I am trying to use REMpeg to scale a DVD down in size but it is not starting. This is the log file:

transcoding started...
setting up vbr-controller using selected options...
pass 1...
decoder thread started...
encoder thread started...
decoder done...

This is all done instantly and then it does nothing - no processing power being used. Attached is a screenshot of my settings.

Any help gratefully received.
