ntsc 60hz to PAL 50hz

how do you do this? i know how to remove region protection but can you change the refresh rate so it plays colour on a normal pal tv and dvd player?

Many standalone DVD players include an option in their hardware (not a DVD movie's menu setup) "Setup" to select amongst NTSC/PAL/Automatic playback...
