    does it matter?

I've never had a problem with being on the internet and burning a CD or a DVD....i have since become addicted to playing poker on line and if i am doing this in the process of ENCRYPTING or BURNING the DVD - will it create problems on the playback?

That is also called "Multi-tasking" and I (among others) do not recommend it while burning or encrypting, more or less the burning though.

Thanks...I've noticed too, that during the burning stage with Decrypter, that the "DEVICE BUFFER" fluxuates continuously from 90 to 30 to 90 to 42 to 90 etc....does this have anything to do with multi-tasking ie: cable modem internet connection etc? or is that normal? A buddy of mine who uses the same programs for burning DVD's said that his DEVICE BUFFER goes to and stays at 88%

Bah. If your computer is fast enough, and you have enough RAM, multitask all you want.
I frequently have virtualdub ripping audio, Mainconcept, Canopus, or Tmpgenc encoding, DVDLab project compiling and surfing at the same time.
You just have to set up your computer properly.

Nope. I've done probably thousands of (S)VCD and DVD. My personal collection is over 500 titles.
Athlon XP2500+ Barton, on an MSI KT400a mobo, 1 gig ddr3200.
            Nothing fancy.
Hint: Use multiple hard drives on ATA100 card for videowork. Put OS on solitary drive on mobo IDE.
