Encode a .vob without a .IFO file

Can it be done? If not, is there a program that can create a .IFO from a .vob? I searched and didn't find the answer to this, and Flask won't lemme open the .vob because it "isn't a valid MPEG1 or MPEG2 stream" Any help would be greatly appreciated!!!
