    Video stops for a fraction of a second

    I've noticed on my encodes and in movies downloaded from the net that sometimes the video stops for a fraction of a second (sort of like it happens with dual-layer DVDs in a scene change) and then it keeps playing normally. The audio doesn't go out of synch, it happens in slow action scenes and in fast action scenes and it's fairly annoying. I scanned one of my videos with VirtualDub for bad frames, but it found nothing wrong with it. Could running other applications during the encoding process be the cause of this glitches? Or could running other applications during play back be the cause? I use WMP 6.4 and BSplay 86.494. Thanks in advance for your replies.
