Convert DivX AVI from 29.97 - 23.976

Hello. I tried searching for this but couldn't seem to find it. Is there a way to convert an AVI file that's already been encoded into DivX from 29.97 fps to 23.976 fps? Will that take up less space? Thank you.

You probably won't save much if any space.

I think you will need to perform IVTC.
