Nandub Application Files

Please tell me where I can find the nandub application file. I can't find an executable file anywhere. Nicky's Pages identify how to set it up but I can't find the files he identifies.

I can find several sites and mirrors to nandub but the file structure is "rar" and not "exe". How do I launch the program?
