    Btw. I am using the latest version of TMPGenc.
    Here's some info about the divx file (swordfish.avi)

    Maybe with these info you can give me more precize settings for
    TMPGenc.

    You can preload settings for each format you want within the TMPGEnc directories. Ie if you want to make a VCD - PAL toy load the equivalent settings.

      Ok, the vcd resolution is 352x240 standard. I haven't much experience with movie movies, just anime movies, but ill give it a shot. I'm not sure if just resizing it to 352x240 will affect the aspect ratio and make it look thinner or squished, but try just resizing it and try to keep the aspect ratio (i think TMPGEnc says 1:1 for some divx .avi's [don't remember]). Put your settings on 2-pass vbr and let me know if you want to keep this as small as possible. To keep it small, up your bitrate a little over the standard. 1150k/bps is a great average i've found. 1300 is usually my max, and i like 950 for minimum bitrate. 24fps is good. Play with noise reduction, (under advanced) a little. I use heavy noise reduction which eliminates the easily-attained block noise for Animation. Try a range of 1 and something small for still picture and something small for motion (and check the box for high quality). Under the Quantization Matrix tab, change the GOP to show 1 "I" frame, 2 "B" frames, AND 3 "P" frames. Check floating point DCT and DO NOT check "No motion search" because you have a high action film and slight movement should be everywhere. Gimme some preferences you want. Do you want quality, encoding speed, or file size to be the highest in priority? I'll be able to adapt my small knowledge to your needs.
