    You can add "black bars" only by changing the aspect ratio. TMPGEnc enables you to select a pre-defined custom aspect ratio. Check the "settings".

      But, if its a widescrene, dont I need to keep the ratio 16:9? See, it all works well when I do that, but it wont burn as a compliant vcd in nero becasue it isnt 352x240 or 352x288. When I make the mpg that size by selecting "center (customize size), the proportions are all off...

      Thanx

        You can add the bars by using VirtualDub, not TMPGEnc...

            Run VirtualDub. Under the "Video" dropdown menu, select "Filters". Click on "Add".

            Select the "Resize" filter, put a checkmark in "Expand frame and letterbox image" and ADD however many lines you wish, using Black as the choice of color.

            Save the video with a new filename, using the same video codec (at the same settings) that was used to create the original.

            Let us know of your success ;>}

              I am not quite sure what you mean by this. Can you please be more specific. I haven't been able to manipulate virtualdub to save an image as an mpg. Is this what the above quotations is talking about?

              Thank you for your time,

                Oh, and also, wont resizing the video like you are advising make it an incompliant vcd?

                  Using VirtualDub will create an AVI file. Is the original file an AVI or MPEG1 file?

                    ok, I think I see what your getting at. I'm supposed to load the avi file, and then add black bars to the avi file, not the mpg. Then I'm supposed to enocde it after I do all that, however this time the avi actually has black bars...Is that right? If it is, that is what i;m trying to do, however, I am having some difficulties with the resizing. I cant get it to only resize the top and bottom, and when I add black, it seems to do it all all four sides. Also, when I save it, the file is uncompressed, and I cant figure out how to save it compressed. Can you please elaborate on some of the steps that are a bit confusing like saving the file?

                    Thanx for your time, and sorry this is taking me so long to get

                      Sorry, I didn't answer your question, the original file is an avi.

                        I figured out how to resize, however, when I save it, I need to pick the codec it used to compress, and I'm not sure which one was used originaly due to the fact that the avi was downloaded. Is there anyway to tell?

                          When you load the file into VirtualDub, under the "File" dropdown menu, select "File Information"...

                            Under MPEG tools in TMPGENC, is it possible to add black bars using the multiplex, or de-multiplex options?

                              Now I've got to believe you're being plain silly - purposely.
                              Perhaps others will offer you some additional advice, since you apparently desire something more than a resolution to your difficulty...
