No MP3 In Flaskmpeg

Hi, I'm want to encode a DVD Movie in flaskmpeg 0.594,
Using divx 5.

The problem is I don't Have the Mpeg 3-Layer Option in my audio Encoding?

Why is that, How can I add the Mp3 Encoding back??

Second, after I encode the movie, do people without the radiume will be able to see it or will they have to install it as well on thier computer?
