    effect of bitrate

i just finished converting a dvd movie using TMPGEnc (bitrate at 1400) and cut it into three parts. the mpeg file is playing okey however, when I burned the first part using Nero, it doesn't play on my VCD player (standalone) and also on PowerDVD. is there a fixed bitrate in order to play my VCD?

A compliant VCD has a combined (video plus audio) bitrate of 1,374kbps (e.g. video =1,150kbps and audio=224kbps)...

thanks for the info. however, does that mean that if i convert my dvd using different bitrate and burned them on vcd, i would not be able to play them on vcd players?
