I would re-encode the files in TMPGEnc (the regular program-different than TMPGEnc DVD Author). Use the "Project Wizard" under file and choose the DVD template (either NTSC or PAL). Depending on how long the videos are, the process could take awhile so be patient. When TMPGEnc in finished its job, you should have DVD compliant files that can be brought into TMPGEnc DVD Author with no problems.

You need TMPG plus or a compatible MPEG2 codec installed.

Which one, TMPG plus or the MPEG2 codec?

            MPEG2 codec: http://www.marumo.ne.jp/mpeg2/

If I recall correctly, DVDLab can normalize a variety of file types for DVD when you load them into it. You may want to give it a trial. It also has more menu features than TMPGEnc DVD Author.
