who do put subtitles in a dvd?

HI

i looking for a software to make a dvd like the original with the menus to select a subtitle that a want use in the movie.
ex: i have a divx or mpg that i have download from the net and i want creat a dvd and put a subtitle.
i know a virtual dub but this only join the subtitle on the movie and the subtitle don´t match 100% with the movie speaks.

I would like to create a new subtitle menu in a newly made dvd comilation.

So I don't want to place a subtitle in the movie wioth for example VirtualDub.
I want to create an subtitle menu and from there I want to select the subtitle I want to use!

is this possible??
