AVI to MPEG encoding problem

I want to encode avi movie with 23,978 FPS to PAL mpeg 25 FPS.
When I encoded that video twitch. Please Help. Is there any tool
that repairs that problem and is that posible at all?

What software program(s) did you use to initially encode the AVI file?

I have used TMPGEnc.
After I encoded that video is not playing normal.
Video starts to twitch (Convulse) (I don't know how to explain it
does not play normal it plays with small stopings obout I dont
know 1/3 of second) when I encode video with 25 FPS I do not
have that kind of problem.

Have you attempted to play the file with "Different" software based players? Does it exhibit the same problem?

Yes I have tried everything and all video encoded 23,976 FPS to 25 FPS mpeg video still has the same poblem.
