creating a DVD with vob files

I've got several DVDs of TV shows with the episodes out of order. I'd like to put the episodes in the proper order and reburn a new DVd. I've already removed the vob files from the DVDs. What program can I use to create a new DVD with the vob files in the order I want them in? I've tried several programs to convert to mpeg1 or 2 but none of them give me the quality of the original even though these are all B/W images. Any help would be appreciated.

"TMPGEnc DVD Author" (Different than "TMPGEnc" and "TMPGEncPlus")...

If you are using Nero V6 to burn DVD's, you could use Nero's Vision Express.

        Some new information:

in thread "A program to video-edit DVD files", robguy mentioned the Mpeg Video Wizard from www.womble.com

This video editor can edit at frame level VOB files and can produce DVD-compatible Mpeg-2 output without recoding the input video. Thus no change in quality, and it is blazingly fast.

You need a separate DVD authoring program to create the DVD.
